Requested Action

To consider the subject zoning change request.

 

Recommendation

The Planning and Zoning Commission held a public hearing on November 16, 2015, and voted 6-0 to recommend approval.  Commissioner Neuman was absent.

 

Description/History

The proposed Planned Development is intended as part of the redevelopment of vacant properties throughout Historic Mansfield. The proposed use will be a duplex.  A PD is required because of the size of the lot and setbacks which are less than the current 2F zoning allows.

The property has been zoned for duplexes since the 1970s.  The same is true for much of the blocks in the vicinity (see attached zoning map). The two residential structures at the northwest corner of W Kimball and S 3rd Ave are currently used as duplexes.

Most of the homes in the area have a brick and/or siding exterior façade and a value on the tax roll ranging from less $20k to $86k.

As shown in the attached color rendering, the proposed duplexes will be aesthetically pleasing and will feature an exterior façade that is mostly brick and has traditional architectural elements like multi-pane windows, shutters and front porches. With a floor area between 1,800 to 1,900+ sq ft each, the proposed duplex is expected to have a market value that is several time higher than the surrounding homes.
