Description/History
Staff has been working with TxDOT, at Council's request, to enter into an agreement with TxDOT's Turn Back program for a portion of Business 287.  At the last Council meeting, Council was advised of the State's offer to pay the City of Mansfield $325,000 for approximately 14.8 lane miles of roadway.  Staff was directed to try to reduce the lane miles requested. it is a requirement that the Council pass a new resolution stating its intentions to reduce the lane miles of roadway for the Turn Back program and its use only as a public roadway or it reverts back to TxDOT at no cost to them and it assumes all maintenance responsibilities.  The legals will not be ready for the passage of this resolution but a map is attached showing the new northern limit.  All documentation must be submitted by March 10 to make the April agenda meeting for the Commission.
Justification
The City will received an "acceptable" compensation for taking the roadways of the State's system.  The program gives the City complete control of the roadway but also give the City complete maintenance responsibilities, also.
