Requested Action

Pass the resolution adopting and approving the City’s ten year Strategic Plan.
Recommendation

Staff is recommending the adoption and approval of the City’s ten year Strategic Plan.
Description/History

In 1999, the City Manager directed the City Staff the develop a ten-year operating and capital plan that considered the impact of the expected population growth in the City of Mansfield, Texas. The staff took twelve months to develop the plan and the City Staff named the plan Task Force 2000. The plan included personnel requests, operating requests and capital request for the City’s two primary activities: General Services/General Fund and the City’s Water and Sewer Services. The process was thorough and proved to be instrumental in guiding the City through a period of robust growth. Staffing plans were realized, capital plans were developed and constructed and City bond ratings improved.

Today, Task Force 2000 is called the ten year Strategic Plan. The purpose of the Strategic Plan is the same today as it was in 2000. It guides the direction of the City’s spending, influences staffing, capital plans and valued by the rating agencies.

The Strategic Plan has been updated to include the next decade of potential projects and service enhancements to meet the needs of the community. The Strategic Plan projects future residential development, commercial development, the revenue from these developments and the costs associated with servicing these new developments. It is designed to be modified and adjusted based on factors influencing the projections and assumptions within the Plan. Simply, it is a guide for Management to assist Management in directing the funding priorities into the future.
