Description/History
In 2015, the City sold Certificates of Obligation (CO’s) in the street bond sale allocating funding necessary for landscaping and irrigating four medians located on East Broad Street between South Holland Road and Day Miar Road. This project completed design and construction document production in mid-January and was originally advertised for bid on January 27, 2016 and again on February 3, 2016. During the first bid process, the contractor with the lowest qualified bid withdrew their bid during the review process citing issues with securing the bonding. The second lowest contractor was disqualified due to errors in their total lump sum price. Bid totals were significantly higher from the remaining contractors. A resolution to reject all bids was passed on March 7, 2016. The project was then re-advertised on April 20, 2016 and again on April 27, 2016 with the bid opening taking place on May 5, 2016.

Justification
The contractor with the lowest qualified bid, Valle Verde Systems, recently worked as the irrigation subcontractor on the construction of Lucretia and Gary Mills Park and performed satisfactorily. This contractor is familiar with the City’s new irrigation system specifications and the processes of working with City staff.
