Requested Action
Consider the ordinance amending water and wastewater impact fees.

Recommendation
The Capital Improvements Advisory Committee (CIAC) recommends approval of the amendments described in the proposed Ordinance, and staff also recommends approval of the Ordinance.

Description/History
Council members received the 2024 Water and Wastewater Impact Fee Survey and a presentation delivered by Freese & Nichols representatives on September 9th, along with the CIAC's written recommendation. Based on the findings of the 2024 Water and Wastewater Impact Fee Survey and the CIAC recommendations, the proposed Ordinance amends the existing Water and Sewer Impact Fee Ordinance.

Based on the complete impact fee analysis, the maximum allowable for a single-family living unit equivalent (SFLUE) is $3,749 for water and $3,654 for wastewater. The CIAC recommendation for a SFLUE is $3,500 for water and $3,000 for wastewater. The Ordinance is established based on the CIAC recommendation.

Justification
Chapter 395 of the Local Government Code requires the City Council to update impact fees and their associated documents (the Land Use Assumptions and Capital Improvement Plans) every five years.
