Description/History
This item has been discussed with Council for several meetings. The Agreement lays out the terms that the developer and the City are committed to. The developer is committing to providing full construction plans and bid documents within 12 months of its passage and constructing a 25 lot subdivision as his first phase immediately. Due to foreseeable conflicts with a petroleum pipeline and Corps of Engineer approval the construction of National Parkway will be done in two phases. If full construction plans are not completed for the second phase of National Parkway by the 12 month date then the developer shall not receive approval for any future phases of his subdivision.
..Justification
The developer is paying for the design of National Parkway from South Holland Road to Seeton Road. The City's incentive is that the roadway, when completed, will provide another route to several schools along Day Mier Road and help spur future development of Garden Heights along with two commercial corners at the intersection of South Holland and National Parkway. It is a roadway that is on the thoroughfare plan.
The Director of Public Works will be in attendance to help answer questions regarding this item.
