Title

Resolution - A Resolution of the City of Mansfield, Texas, Authorizing the City Manager and the Public Works Department to Enter into an Interlocal Agreement with the City of Grand Prairie, Texas for the Cooperative Purchasing of Goods, Products and/or Services.

Requested Action

Approval by the City Council authorizing the City Manager and the Public Works Department to enter into an interlocal agreement with the City of Grand Prairie for the cooperative purchasing of goods, products and/or services.

Recommendation

Staff recommends approval of the resolution.

Description/History

Chapter 791 of the Texas Government Code, also known as the Inter-local Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing necessary equipment, supplies and services.

The City of Grand Prairie has previously competitively bid services for street and sidewalk repairs.  These bids produced vendors to perform asphalt and concrete street repairs along with crack sealing and sidewalk repairs.  The Public Works Department would like to take advantage of these competitive bids and enter into an Interlocal Agreement with the City of Grand Prairie to use these bid prices and vendors to supplement the work performed by the City Streets Department.

Justification

For several years, Mansfield has been part of a cooperative purchasing agreement with other cities who have conducted the bid process to establish contract pricing. This Interlocal agreement establishes set pricing, vendors and reduces the time spent researching and acquiring quotes and bids.
