Requested Action
To consider the attached resolution and professional service agreement.
Recommendation
Staff and members of the Council Sub-committee on Historic Mansfield (Mayor Cook, Councilman Haynes and Councilman Hoffman) recommend approval.
Description/History
On May 29, 2012, Staff and the Council Sub-committee members provided the Sub-committee’s recommendation, including the hiring of a planning consultant to conduct a comprehensive study on future revitalization and reinvestment strategies. As a follow-up, we recommend that the City contract with Gateway Planning to prepare a master plan and help establish a Tax Increment Reinvestment Zone (TIRZ) for Historic Mansfield. The master plan will include:

- Identification of issues and opportunities regarding future redevelopment based on existing conditions assessment, stakeholder interviews, and market analysis, including redevelopment opportunities for mixed use, pedestrian /bike connectivity, civic/open space, cultural amenities, potential transit-oriented development etc.

- Meeting with stakeholders and City Council regarding the proposed redevelopment via the tax increment district in conjunction with the overall downtown master plan implementation initiative.

- Recommendations for a series of catalytic projects, supporting private development concepts, and design/policy recommendations for neighborhood conservation and downtown redevelopment.

- Urban thoroughfare redesign concepts for North and South Main Street to better capture or complement downtown redevelopment potential.
