Description/History
In 2015, the City sold of Certificates of Obligation (CO’s) in the street bond sale allocating funding necessary for landscaping and irrigating four medians located on E. Broad St. between S. Holland Road and Day Mair Road. This project completed design document/construction document production in Mid-January and was advertised for bid on January 27, 2016 and again on February 3, 2016. A pre-bid meeting was held on February 4, 2016, and the Bid Opening was held on February 11, 2016. A total of four contractors submitted bids for this project. Staff recommends rejection of all bids and will re-advertise and rebid the project.
Justification
The contractor with lowest qualified bid withdrew their bid during the review process citing issues with securing the bonding. The second lowest contractor was disqualified due to errors in their total lump sum price. Bid totals were significantly higher from the remaining contractors.
