Description/History
The scope of the SH 360 project includes all utility relocations necessary to build the highway. A percentage of these costs are the responsibility of the design/build contractor, the remainder is the responsibility of the utility owner. The PUAA establishes who will design and construct the relocations. This can be either the design/build team, or the utility owner can perform design and construction. With input from our consultant, Kimley Horn, staff has requested the design/build team perform this work. All relocation plans are reviewed and approved by the City and TxDOT to assure compliance with standards. Included in the PUAA are the details of the relocations necessary at the Broad Street intersection. Details on the other needed relocations will be addressed in Agreement amendments, UAAAs. These amendments will be proposed as the design effort progresses to those intersections. All contract forms are standard TxDOT documents.

In the FY 2016 budget, the City of Mansfield allocated 3.5 million dollars from the Utility Bond Fund to cover all utility needs for the SH 360 project. We currently believe we may be able to accomplish all known conflicts within a budget of two million dollars, that is the amount of authorization requested in this Resolution.
Justification
The Lane/Abrams design/build team has proven to city staff that they are competent and efficient. We believe our utilities are being adjusted in the most prudent and cost effective manner.
