Description/History
The City Council approved the original Planned Development for this site on September 22, 2008.  The applicant is seeking to amend the permitted uses for the PD to allow a wine bar as described below.
Wine Bar:  An establishment that sells primarily wine and also beer, ale or malt liquor for on-premise consumption but not mixed drinks or distilled spirits and derives more than 75% of the establishment's gross revenue from the sale of alcoholic beverages.
The proposed wine bar will be named Poured.  It is intended to be an upscale establishment that offers a cozy atmosphere for socializing, date night, or girls night-out and educates the community about wine and food pairing.  It would also entertain larger groups for private tastings such as local moms-clubs or company holiday parties.  In addition to serving a variety of wine, Poured would also serve craft beer, cheese, fruit, hummus and other cold food that would pair well with beer and wine.  It has been determined that Poured would not serve enough food to be classified as a restaurant.
Section 5100 of the Zoning Ordinance states that: "The Director of Planning may refer any variation or revision that warrants special consideration to the City council for its review. If, in the City Council's determination, the variation or revision does not constitute a significant change, no public hearing shall be called and the variation or revision shall be deemed approved."
