Recommendation
The Planning and Zoning Commission held a public hearing on November 18, 2013. The motion to approve failed by a 2-5 vote. Chairman Wilshire and Commissioner Newman voted to recommend approval. The other members had concerns over issues regarding parking, delivery, dumpster location, traffic, and noise.
Description/History
The subject property is an existing single-family residence fronting on West Broad Street. It is the remnant of a 3-story house built for John Howard Wright in 1904. It is surrounded by other single-family residences on West Broad Street and 2nd Avenue. The zoning change is intended to accommodate a high quality restaurant that will be owned and operated by a notable chef.
In the Historic Mansfield Study, Gateway Planning has recommended this area as part of the Broad Street Corridor, where existing homes could be adapted to office, retail, commercial and urban residential uses. Also, as part of the redevelopment strategies, the City Council has recently acquired properties to provide parking for new restaurants and other businesses; e.g. former Geyer Drilling lot on 1st Ave one short block to the east.
The location of the west-most driveway is closer than desirable to the median opening on West Broad Street. However, it is a pre-existing condition on this property and has co-existed with the median/median opening as all the other driveways along this section of West Broad Street.
The dumpster location will be finalized at the time of building permit application upon approval of Republic Service.
