Description/History
Each year the City of Mansfield participates in a consortium with 29 other cities through Tarrant County to apply for Community Development Block Grant (CDBG) funds. This year marks the first year that the City of Mansfield will be defined as an Entitlement City by the Department of Housing and Urban Development. This means our City is no longer in competition for funds with the other cities in the consortium and we will receive a set allotment of funds each year. This allotment as well as the new entitlement status is primarily based on the City’s population as well as Mansfield having areas of the City that are defined as low to moderate income zones by the Department of Housing and Urban Development. In January, projects must be selected by the city and submitted to Tarrant County for approval.

Projects must fall within areas of the City that meet the target criteria. The targeted areas represent the low to moderate-income sections of the City according to the Census. The area for the proposed project is within the southwest quadrant of the original township. For the past eleven years the program projects have been done in the southwest and northwest quadrants of the original township. This year, Staff recommends the reconstruction of the 400 block of South 3rd Avenue, Phillips Court, & Kemp Court. The pavement on Kemp Court has deteriorated to the point that patching is impractical and the poor drainage conditions on this street need improvement.
