Description/History
The Historic Mansfield Music Park (HMPP), a 501C(3) non-profit organization has been created and the organization is requesting an agreement to construct and operate an outdoor amphitheater on the City-owned property at 110 S. Main. This land was the site of the old library and is currently a vacant lot next to Fire Station One. HMPP plans to fund the construction of the entertainment venue through donations, sponsorships, fund-raising efforts and in-kind services using no City funding. The agreement is for 30 years with two 10-year options and allows HMPP to use and operate the facility by bringing in entertainment acts for the public. The City will still own the land and will own all the improvements and will provide weekly maintenance for the site including landscape and irrigation. HMPP and the City will work together on the scheduling of events with HMPP having first priority but allowing the City to use it for City events when not in conflict with HMPP pre-planned events. HMPP will be responsible for payment of electrical utilities used and for the cost of keeping the improvements in good condition.
Justification
This entertainment venue will help with the revitalization of the downtown area. An outdoor amphitheater will bring people to downtown for entertainment and will encourage people to enjoy other downtown opportunities including restaurants and shopping. This is a facility that is needed in the downtown as outlined in the “Gateway Study” and identified by the Tax Increment Reinvestment Zone (TIRZ) agreement. Providing this agreement with the HMPP will allow the facility to be built without using City funds.
