Requested Action
To consider the subject PD revision.

Recommendation
The Planning and Zoning Commission held a public hearing on 11/2/15 and voted 5-2 to recommend denial, noting issues with the proposed stacking lane for the drive-through services and the existing gravel road. Chairman Wilshire and Commissioner Horn voted no on the motion to deny.

Description/History
First Reading - November 23, 2015
In an attempt to resolve the issues involving the stacking lane, the applicant has revised the development plans by adding stop signs at the intersection of the stacking lane and the parking lot drive aisle.
The existing Community of Hope PD was approved in 2004 to include a multi-purpose building for church and day care, as well as a future sanctuary, education building and gymnasium. The proposed PD revision is trigger by the church’s attempt to sell a 3 acre tract in the northwest portion of the PD. The 3 acre tract will be used for retail uses and a restaurant with drive-through service. The change also causes the future church facilities to be relocated. At such time when the church is ready to develop those facilities, they will have to come back to further revise the PD with full development details.
While the restaurant tenant is undetermined, the development site design does comply with the new requirements for a restaurant with drive through services.
Second Reading - December 14, 2015
The Developer has added a note in the development plan to reflect Council's motion for the first reading that the development is subject to future site plan approval by the Council for the restaurant with drive-through service to determine that it is not a high traffic volume user.
