Description/History

An evaluation of the workforce was made in 2023 to look for ways to increase efficiency of operations.  It was concluded that the engineering review of construction plans to support development projects could be done more efficiently by a third-party consultant
.

After review of qualifications and staff capacity, Staff decided to contract with Birkhoff, Hendricks and Carter, LLP (BHC).

This firm has been reviewing construction plans for development for the City of Mansfield since September of 2023 and has met Staff’s performance expectations.  Staff believes this firm has the necessary expertise and staff to meet the department’s desired level of review and schedule.  The fee for reviews will be based on the firm’s salary costs for review. From September 2023 to May 2024, a total of $80,301.44 has been spent on 3rd party development reviews with BHC.

Justification

It is expected that this service will provide efficient and expedient engineering infrastructure plan review for all development projects.
