Requested Action
To consider the subject zoning change request.

Recommendation
The Planning and Zoning Commission held a public hearing on June 6, 2016 and voted 5 - 1 to recommend approval subject to City Council approving the deviations to requirements (see summary below). Commissioner Polozola voted nay and Vice-Chairman Smithee was absent.

Description/History
First Reading
The proposed development is comprised of a grocery anchor, a junior anchor, gas station associated with the anchor, in-line retail, pad site for retail or restaurants, including restaurants with drive-through facilities. The development plans submitted by the developer show several deviations from The Reserve PD standards. Council directed the developer to seek a new PD to accommodate the proposed development.
A summary of the deviations requested by the developer:
1. Roof top equipment screening - For the gas station kiosk, in lieu of using the structure walls, a louvered ventilation screen is proposed to vent the roof top unit. The screen is slightly below the roof top unit and therefore, does not screen the unit completely.
2. End-cap tree islands - In front of the grocery anchor, in lieu of trees in the parking end-cap islands, the developer proposes ground cover and shrubs plus a second tier of landscape islands with ornamental trees.
3. Landscape buffer - For restaurants with drive-through facilities, in lieu of a 20’ landscape buffer on both sides of the lot, the developer proposes a 20’ landscape buffer on only one side of the lo...
