Recommendation

The Planning and Zoning Commission held a public hearing on 5/16/16 and voted 5-1 to recommend approval. Commissioner Larry Hudson voted nay; Commissioner Kent Knight abstained.

 

Description/History

First Reading

The Planned Development for Walnut Ridge Baptist Church was approved in 2005.  The applicant is seeking to add a school use to the PD.  A summary of the school use as well as a traffic plan has been provided.  Traffic circulation will be off SH 360 and not Cannon Drive.  No bus service will be provided.  Initially, the school will serve kindergarten through 4th grade. The school anticipates serving K-12th eventually with an additional grade added each year.

 

Third Reading

Pursuant to the 2nd reading approval, the following paragraph was added to the PD regulations:

 

Driveway Connecting to Cannon Drive: The existing driveway that connects the property to Cannon Drive must not be used for school-related traffic unless there is an accident, emergency or roadway closure that prevents school-related traffic from using the approved entry on State Highway 360.  To ensure that this provision is met, the Property Owner must erect a gate across the driveway before the school opens.  Except in an emergency, the gate must be kept closed during the school’s hours of operation and for school-related activities.
