The authorization of funds for an amount not to exceed $2,600,000.00. To award a contract to Ed Bell Construction Company for the construction of Grand Meadow Boulevard and direct staff to execute all necessary contracts to complete the project including Fugro Consultants, Inc for construction testing and Oncor for street lights.
Recommendation
The Engineering Staff recommends the authorization of funding and award of a construction contract to Ed Bell Construction Company and the direction to execute all necessary contracts to complete the project including Fugro Consultants, Inc. and Oncor.
Description/History
The design and construction of the Grand Meadow Boulevard project is a result of negotiations with Edge Resources, the City and the property owners adjacent to the Grand Meadow Boulevard ROW to provide adequate access to the Edge Resources SE Mansfield Gas Well Drill Site and improve traffic circulation in the vicinity.
The Grand Meadow Boulevard project consists of constructing a 4 lane undivided concrete curb and gutter roadway from Holland Road to Day Miar Road. The project also includes the construction of a 12’ waterline along the same route. The contract time for this project is one hundred fifty (150) working days or approximately 7 months.
The project was bid on October 3, 2013 and there were ten bidders for the project. The low bidder was Ed Bell Construction Company. Bids ranged from a low bid of $2,298,075.80 to a high bid of $2,699,482.27.
