Recommendation
The authorization of funding in an amount not to exceed $78,500 and approval of a contract for feasibility evaluation services with Westra Consultants, LLC. To expand the Willowstone Estates detention pond capacity.
Requested Action
Approve the resolution for the professional services contract in the amount of $78,500 for engineering design services.

Description/History
During the June 2022 rain event, several homes in the Spirit Walk Dr/Moore Rd area flooded. Resolution RE-3951-22 approved 12/12/22 authorized the City to contract with Westra Consultants, LLC. for $58,500 to complete analysis of 3 areas to identify root causes for flooding.

Analysis of the system was completed and report prepared. The analysis determined the detention pond for the subdivision was undersized for the area draining to it. This results in uncontrolled overflow of the pond leading to flooding in the surrounding area.

The feasibility study is the next step in determining how best to control or prevent the overflow. The purpose of the feasibility study is to evaluate what additional detention can be realized with additional excavation in the existing drainage easement area of the subdivision. In addition to increasing the detention capacity, the feasibility study will evaluate alternatives for the detention pond outfall. Results of the feasibility will determine if a construction design project is recommended or not.
