Ordinance - Public Hearing Continuation and Second Reading on an Ordinance Approving Proposed Amendment of Section 7100, Sign Standards of the Zoning Ordinance to Establish New Definition and Regulations for Promotional Signs and Revise Regulations on Garage Sale Signs (OA#15-007)

To consider the subject ordinance amendment.
Recommendation
The Planning and Zoning Commission held a public hearing on October 19, 2015. The motion to approve failed by a vote of 5-1 (Neuman). Commissioners felt that the amendment was too restrictive. Commissioner Polozola was absent.
Description/History
The City Council initiated the proposed amendment and directed the Planning and Zoning Commission to forward a recommendation. The proposed amendments will:
- Delete t-he definition for “Temporary Sign” and replace with a new definition for “Promotional Sign"
- Limit a promotional sign to only six sign types: 1) banners, 2) balloons, 3) blade flags, 4) pennants, 5) wind and 6) yard signs. Any sign that is not one of the six sign types will not be permitted as promotional sign (see ordinance for illustration of sign types)
- Limit sign quantity to a maximum of two promotional signs per permit
- Reduce the frequent of promotional sign permit from 3 to 2 times a year
- Increase the period between each promotional sign permit from 90 to 120 days
The Garage Sales Sign regulations are being deleted and replaced with a statement: "Garage Sale Signs shall comply with the regulations in the Code of Ordinances."
