The Engineering Staff recommends the approval of the amended Designated Truck/Commercial Delivery Route Ordinance

Description/History
The Designated Truck/Commercial Delivery Routes Ordinance #1600 was approved by Council on November 26, 2006. This ordinance designated certain roadway corridors (TxDOT roads) within the City as Truck Routes (truck traffic passing through the City) and other arterial roadways as Commercial Delivery Routes (truck traffic making a delivery within the delivery corridor). The intent of this ordinance was to route truck traffic to major roadways that were constructed to handle the truck traffic loads and limit the truck traffic on those roadways that were designed with characteristics to handle local traffic patterns and loads. Since the original ordinance was approved traffic patterns and development in the areas have changed. This ordinance amendment will remove the Commercial Delivery Route on Wisteria Street from the Union Pacific Railroad tracks to E. Broad Street; in addition with construction of Heritage Parkway moving forward this ordinance will add Heritage Parkway between US 287 to SH 360 as a Designated Truck Route.

Justification
The intersection of E. Broad Street and Wisteria Street is becoming increasing congested with truck traffic. Truck traffic turning from the westbound left turn lane on Broad Street onto Wisteria Street makes visibility difficult (trucks block the view) for drivers on Wisteria looking east to make a left turn on Broad Street. By removing the Commercial Delivery Route on Wisteria Street between the Union Pacific Railroad to Broad Street this ordinance amendment will allow the police department to limit trucks at the Broad Street/Wisteria Street intersection.
