Requested Action
Approval by City Council for the City Manager and the Mansfield Police Department to make application, receive and expends funds from the Target & BLUE Law Enforcement Grant Program 2012.

Description/History
Target Retail store has announced the availability of funding for 2012. The application period ends September 1, 2012. The maximum allowable request for funding is $5,000. The Mansfield Police Department will submit an application request for funding not to exceed $5,000 for Crisis Negotiation equipment and Crisis Program Presentations. This is a reimbursement grant with no match required from the City.

Justification
The grant application will allow the City of Mansfield to acquire funds to purchase and upgrade equipment for the Crisis Negotiation Team. The following equipment will be purchase if grant funds are awarded: I-Pad and accessories, stereo speakers for Crisis Negotiation Van, telular phonecell landline system, wireless WiFi router, external 500g hard drive, negotiator software and miscellaneous supplies. Also, grant funds will be used to re-upholster the van seat used by the team.

In addition, the Crisis Negotiation Team will conduct training "First Responders, Customers in Crisis." This program allows the hostage negotiators from the Crisis Negotiation Team to provide critical training to asset protection employees in the ability to recognize and deal with potential problem customers by utilizing actual crisis negotiation techniques prior to the police department arriving. The goal of this program is to identify mental illnesses, increase safety and reduce disorderly conduct scenes in dealing with the public.
