Recommendation

Staff Recommends approval.

Description/History

The City of Mansfield is a contracting party with the Trinity River Authority (TRA) for wastewater treatment and discharge. Mansfield discharges wastewater to the Central Regional Waste Water System and the Mountain Creek Regional Wastewater System under their Texas Pollution Discharge Eliminations System (TPDES) permit.

Justification

TRA was required to update its model Industrial Wastewater Regulations during its previous permit cycle to comply with federal regulations. To satisfy the requirements of the TCEQ and the EPA as established in the discharge permit for both systems, member cities must adopt Industrial Wastewater Regulations. These regulations ensure that the plant discharged to does not receive anything it would be unable to treat.
