Recommendation
Approval of the resolution authorizing the City Manager or designee to enter into a Texas Department of Transportation Advance Funding Agreement for Voluntary Government Contributions for additional aesthetics and scope for the US 287 Frontage Roads project.

Description/History
For TxDOT to spend funds or other resources on a transportation project with a local government, a written contract must be executed between the parties. TxDOT executes these contracts through an Advance Funding Agreement (AFA). These Advance Funding Agreements outline which party is responsible for conducting the work and procuring property, goods or services, such as: right-of-way, engineering plans, utility relocations, environmental studies, construction services and funding.

TxDOT designed the US 287 Frontage Roads from the Union Pacific Railroad to Lone Star Road as an in-house project. During the design phase aesthetics were not included. The City has requested several aesthetic elements be added to the project. In addition, the design limits of the project did not include repairing a raised pavement section that exists between the Texas Health Hospital driveway and Lone Star Road.

This AFA is for funding aesthetic improvements that include black powder coating: traffic signals at the US 287 Frontage Roads/Lone Star Road, streetlights on the bridge, bridge rail and ornamental fence. In addition, the work on Lone Star Road bridge will include painting the bridge and columns the same colors as the Broad Street and Walnut Creek Drive...
