Consider the subject proposed amendments.
Recommendation
The Planning and Zoning Commission held a public hearing on May 16, 2016 and voted 5-2 to recommend denial. Commissioners Wilshire and Neuman voted against the motion to deny.
Description/History
South Pointe is a mixed-use development combining single-family, multi-family, retail and office elements, along with parks and open spaces. The developer is requesting amendments to the South Pointe Planned Development Standards to adjust for changing development patterns. The proposed amendments are shown in the red-lined attachment. In summary, these changes include:
1. The creation of a MF District and Residential Product - The current PD standards require multi-family residential developments to always have a commercial use on the ground floor. The proposed amendments will remove that requirement and create a MF District to accommodate an apartment complex similar to the Villaggio on E. Debbie Lane. A conceptual layout and elevations are in the attachments. The MF District development standards are on page 10 of the red-lined attachment. The apartment developer, MR Development, is required to submit future detailed site plan for Council’s approval.
2. The elimination of the Mixed Use “A” District and replacing it with a Residential (single-family) Village District.
3. An expansion of the Freeway Commercial District at Hwy 287 and Lone Star Road from a maximum of 75 to 110 acres.
