Recommendation
The authorization of funding in an amount not to exceed $733,394.88 and approval of contracts, including design and construction services with Freese & Nichols, Inc., for design, site acquisition and construction administration for the Southwest Elevated Storage Tank.
Description/History
A large portion of Mansfield's industrial area has historically had minimal flow rates for fire protection. The Water System Capital Improvements Plan proposes a two million gallon elevated storage tank to be constructed in this area. A 24" water line has previously been constructed to help provide flow capacity to the area.
The elevated storage tank will be located in the western quadrant of Hanks Dr. and South 7th Ave. This property was originally purchased by the MEDC. In City Council Executive Session on October 10, 2016, council approved the Utility Fund purchase of a portion of the MEDC property for the project site. Funding will be authorized to be transferred from the Utility Fund to the MEDC Fund in amount not to exceed $183,394.88.
$550,000.00 of the requested funds are for design and construction services with Freese & Nichols, Inc. in the amount of $522,774.00, survey, and other miscellaneous services necessary to prepare this project for construction. Freese & Nichols' construction phase services will include all material submittal reviews, regular site visits, all necessary special inspections, review of all test reports and other services that require expertise and help to ensure a quality construction project.
