Title

Requested Action
Staff requests that council approve the attached resolution.

Recommendation
Staff recommends that the existing communications equipment be replaced and that new equipment be installed by WHECO Electric, Inc. at seven stations around Mansfield.

Description/History
Communications equipment currently exists at a few of the towers and metering stations, but that equipment has reached the end of its useful life. Additionally, staff is unable to order replacement parts for the existing equipment. It is outdated and no longer available.

Water quality monitoring equipment is going to be installed this year (FY2012/13) at several pump and metering stations in the city’s water distribution system. Staff believes that this equipment should be outfitted with the same communication and telemetry equipment as the other stations. This will make routine maintenance and training more consistent.

Justification
The City of Mansfield has an obligation to provide a safe, sufficient supply of drinking water to its customers. Additionally, the City has wholesale water supply contracts with Johnson County Special Utility District and the City of Grand Prairie. Those contracts require that we supply them with water that meets federally and state mandated water quality parameters. Monitoring water quality at the metering stations, pump stations, ground and elevated storage tanks is an important component of a proactive quality control program.
