Downtown Regional Dumpster Program
Requested Action
Provide support for changing downtown businesses from commercial curbside collection to a regional dumpster waste collection program.
Recommendation
Environmental Services recommends changing the way waste is collected from the businesses located in the 100 block of N Main St and three of the businesses located in the 100 block of Smith St. Environmental Services recommends utilizing art work on the dumpsters as opposed to screening in these locations due to the constrictions related to space.
Description/History
This program will affect 31 currently occupied properties, and ultimately as many as 33 properties. Currently, there are three properties using commercial containers on their own. The remaining properties are utilizing the commercial curbside collection program. As directed by the Solid Waste Ordinance passed by Council on November 10, 2014, all businesses utilizing the commercial curbside program would be required to utilize a 96 gallon cart for placement of the waste at the curb for collection.
This would be a hardship for some properties in the area because of stair cases, outdoor storage of the cart, or trying to find a location indoor for storage.
Making the transition to a regional dumpster program allows businesses to remove waste as bags are filled, provides additional waste disposal capacity, greatly reduces the chance for scattering by animals, and provides an aesthetic improvement in the downtown area. Additionally, staff is recommending to use art on the containers instead of an enclosure for screening. The application of the art to the dumpsters would be an application process very similar to that used for the downtown piano art project.
