Ordinance - Third and Final Reading of an Ordinance Adopting Speed Limit Change and School Zones on Various Streets Within the City of Mansfield

Recommendation
Approval of the new speed limits and School Zones
Description/History
The Public Works Department and Mansfield Independent School District review school zone locations and times annually to determine if existing zones and times are still valid and if new school zones are needed. In addition the Public Works Department annually conducts speed studies on newly constructed roadways and existing roadways to verify that the posted speed limit meets the speed that 85% of the motorists are driving. The following are recommended changes to Chapter 73 of the Traffic Code of Mansfield.
Speed limit Change
· South 6th Avenue from W. Broad Street to Easy Drive from 30 MPH to 35 MPH
School Zone Changes
· School Zone added on Day Miar Road for Lake Ridge High School
· All school start and end times changed - see Attached Ordinance for new school zone times. The school zone changes are based upon the following change in school schedules.

7:10 am - 2:30 pm High schools 7:25 am - 2:55 pm
7:00 am - 2:30 pm BBCTA/FHS 7:00 am - 2:40 pm
8:45 am - 4:00 pm Middle schools 8:45 am - 4:10 pm
8:15 am - 3:30 pm Intermediate 8:30 am - 3:55 pm
8:00 am - 3:15 pm Elementary schools 8:00 am - 3:30 pm
Justification
The proposed change to the speed limit is due to a speed study conducted on S. 6th Avenue from W. Broad Street to Easy Drive, the proposed 35 MPH speed limit reflects the 85% speed and is consistent with the speed limits on similar type of roadways within the City.
For the 2012-2013 school year MISD will move to an eight period day at the secondary level (high school, middle school and intermediate school). To accommodate this eight period day, start and end times for schools have changed. This change in sch...
