Description/History
The City Council approved an agreement with the Historic Mansfield Music Park (HMPP), a 501C(3) non-profit organization to construct and operate an outdoor amphitheater on the City-owned property at 110 S. Main. This land was the site of the old library and is currently a vacant lot next to Fire Station One. HMPP is funding the construction of the entertainment venue through donations, sponsorships, fund-raising efforts and in-kind services using no City funding. The current agreement allowed for a construction start date three months after the execution of the agreement (July 2015) with a construction completion date of six months after the start of construction (January 2016). Due to heavy rains in May, construction started and stopped for several weeks and has caused a delay in the completion day. HMPP has completed a lot of the construction to date, but will not be finished by the end of January. HMPP is requesting the construction completion date be extended to April 30, 2016. HMPP is on schedule to open the venue on April 30th, 2016 and has already planned a grand opening on this day, the June 30 date is to allow enough time to finish out any minor punch list items on the project.
Justification
This entertainment venue will help with the revitalization of the downtown area. An outdoor amphitheater will bring people to downtown for entertainment and will encourage people to enjoy other downtown opportunities including restaurants and shopping. This is a facility that is needed in the downtown as outlined in the “Gateway Study” and identified by the Tax Increment Reinvestment Zone (TIRZ) agreement. Providing this agreement ...
