Requested Action
Approval of a contract award for Heritage Parkway (Matlock Road to Mitchell Road) to Ed Bell Construction Company, and authorization of funding.

Recommendation
The Engineering Staff recommends the approval of a contract award for Heritage Parkway (Matlock Road to Mitchell Road) to Ed Bell Construction Company in the amount of Nine Million Nine Hundred Seventy Thousand Six Hundred Fourteen and 00/100 Dollars ($9,970,614.00) to Ed Bell Construction Company, and the authorization of funding.

Description/History
This project is the final component of the MEDC Bond program and will complete Heritage Parkway from US 287 to SH 360. The water and sewer improvements are specified in the Water and Wastewater Master Plan. The project was bid on July 24, 2013 and there were seven bidders for the project. The low bidder was Ed Bell Construction Company. Bids ranged from a low bid of $9,970,614.00 to a high bid of $11,405,630.15.

Five funding sources are proposed for this project. Tarrant County has committed to contribute $2,817,725.00 to the paving and drainage from its existing bond fund. The MEDC Bond Fund has a remaining balance of $5,620,579.70 that is dedicated and authorized for this project. The Utility Revenue Bond Fund will cover $1,354,855.75 of the contract amount plus a staff recommended 5% contingency for a total amount not to exceed $1,422,598.54.

This leaves $177,453.55 needed to cover the contract amount. Other expenditures are necessary or recommended to complete the project, including; UP Railroad fees, median street lighting by Oncor, structural bridge inspections by the engineer of record, and a staff recommended 3% conting...
