Description/History
The Mansfield Police Department is responsible for enforcement of Chapter 97 (Alarm Systems) under Ordinance No. OR-1790-10. The total number of alarms managed by the department, as of April 2014, is 5,058. They are broken down as follows: 3,529 residential, 24 churches, 647 commercial, 22 alarms assigned to disabled veterans, 24 financial institutions, 10 government entities and 802 residential alarms assigned to senior citizens. The department has assigned a person full-time as the Alarm Administrator to manage the program. We believe the program can be more effectively and efficiently managed by outsourcing the collection of fees, false alarm billing and management services associated with the program.
Justification
The Police Department currently manages the Alarm System Program internally with one full-time employee. The City currently does not have an interactive web site link for on line access to the citizens which would allow citizens to manage their alarm systems on line, to include credit card payments for management ease. Contracting with AOT Public Safety Corporation will provide a more effective and efficient management option for this program and address the current program deficiencies as outline above. Texas cities currently utilizing AOT Public Safety Corporation include the City of Highland Village, City of Irving, City of La Porte, City of San Antonio, City of Pearland and City of League City.
