Adoption of the Ordinance.
Recommendation
Approval of the School Zone on Holland Road for Judy K. Miller Elementary
Description/History
The Public Works Department and Mansfield Independent School District review school zone locations and times annually to determine if existing zones and times are still valid and if new school zones are needed.  In addition the Public Works Department annually conducts speed studies on newly constructed roadways and existing roadways to verify that the posted speed limit meets the speed that 85% of the motorists are driving.  The following are recommended changes to Chapter 73 of the Traffic Code of Mansfield.

School Zone Changes
·      School Zone added on Holland Road for Judy K. Miller Elementary during the times of 7:30 to 8:00 a.m. and 3:10 to 3:40 p.m.

Speed Limit Changes
·      No speed limit changes to new or existing roadways are proposed.

Justification
Judy K. Miller Elementary School located at the intersection of Waterford Glen Drive and N. Holland Road will open this year.  This school will be a transitional school for the next 4 years while various elementary schools are demolished and reconstructed.  While children will not be walking to school during this timeframe, it is anticipated many parents will be dropping off their children.  This school zone will provide for slower traffic adjacent to the school to allow safer turning maneuvers into and out the drop off driveways.
The proposed changes have been reviewed and approved by the MISD Police Department.
The Public Works Director will be in attendance at the meeting to answer Council's questions.
