Recommendation
The Engineering Staff recommends the approval of Elder Engineering, Inc. for design services and Brittain & Crawford for surveying services for the Live Oak Street Paving & Utility Improvements.
Description/History
The City Water Department has stated that the existing AC water lines and clay tile sewer lines underneath these two blocks of Live Oak Street require excessive maintenance and are now beyond normal maintenance capability. The water lines are subject to frequent blow outs and the sewer lines to frequent blockages both of which require excavating within or near the street pavement. This has accelerated the deterioration of the asphalt pavement surface which is already nearing the limits of its projected lifespan.
The Live Oak Street improvements will include replacement of the existing asphalt street and concrete curb & gutters with a concrete street with curb & gutter. This project will also include the replacement of the aging water & sewer lines along Live Oak from Dayton Street to East Dallas Street. A project location map has been attached as Exhibit A.
Justification
The Engineering Staff makes the recommendation for Elder Engineering, Inc. to perform the design of the proposed Live Oak Street Paving & Utility Improvements project for a fee not to exceed $35,900.00.
