Requested Action
Approve the contract award for construction of the National Parkway Phase 1 Paving and Drainage Improvements to CPS Civil.
Recommendation
The Engineering Staff recommends the approval of the contract award to CPS Civil for construction of the National Parkway Phase 1 Paving and Drainage Improvements and the authorization of funding.
Description/History
This project will extend the South two lanes of National Parkway 1,421 ft from South Holland to the East. The project had an initial estimated construction cost of $350,254.00. The New paving will provide access to the first section of the third phase of the Garden Heights subdivision, which will be simultaneously under construction along the south frontage of National Pkwy. The project was bid on May 2, 2013 and there were nine bidders for the project. Bids ranged from a low bid of $286,064.50 to a high bid of $325,143.50. The contract time for this project is fifty (50) working days. The bid tabulation is attached as Exhibit “A” for Council’s review and a location map is attached as Exhibit “B”. Public utilities in the National Pkwy ROW will be installed by the developer of the adjacent subdivision and will be reimbursed to the developer per the developer’s agreement. Phase 2 of National Parkway, which will connect Phase 1 to Seeton Rd, is currently under design.
Staff is recommending award of this project to CPS Civil and authorization of funding for the bid amount plus 5% for contingency for a total of $300,367.73.
Justification
Currently, CPS Civil has not worked in the City of Mansfield to date. However, the Cities of Colleyville, Garland, Cleburne and Dallas have provided positive reference statements for CPS Civil concerning similar project...
