Description/History
The City has recognized the need to improve East Broad Street from Holland Road to the East City Limits from a 2-lane county type road to a 4-lane divided thoroughfare street. This project was included in the 2004 Street Bond Election. Right-of-way and easement acquisition for this project has been underway since February 2011.
An appraisal for permanent right-of-way, drainage easement and temporary construction easement were commissioned from Hanes Appraisal Company. City Staff made an offer to the property owner of 3800 East Broad Street for the amount of the appraisal. Negotiations with the property owner have been unsuccessful.
Justification
City Staff feels that it is in the City's best interest to authorize the attorney to initiate condemnation proceedings to acquire this right-of-way, drainage easement and temporary construction easement. The construction of East Broad Street from Holland Road to the East City Limits is a priority to improve mobility in the eastern portion of the City.
The Director of Public Works will be in attendance at the meeting to answer Council's questions. A resolution is attached for Council's consideration.
