Requested Action
Review and Selection of a method by City Council for awarding a construction contract for the construction of the New Mansfield Service Center, New Tactical Training Facility and the Renovation of the Mansfield Dispatch Office.
Recommendation
Magee Architects and Administrative Staff recommend that City Council determine that the best method of awarding bids for this project is the "Construction Manager-at-Risk" method.
Description/History
Local Government Code requires a City to select a method of Project Delivery of Public Construction Contracts prior to advertising for bids from a contractor if using one of the following options: (1) competitive bidding; (2) competitive sealed proposals for construction services; (3) design build contract; (4) a contract that involves using a construction manager agent; or (5) a contract that utilizes a construction manager-at-risk.
Justification
The City of Mansfield has utilized the Construction Manager-at-Risk (CMR) method of Construction Contracts on most of their major projects to include City Hall, Public Safety Building, Fire Station 4 and Big League Dreams. These projects all succeeded in providing the City with the best value in overall cost, keeping the project under budget and closing out within the projected time schedule. This method allows interaction of the Architect and CMR in the development of the contract documents to find the best methods of construction so that the best value can be provided in the final product. The CMR will be overseeing the three (3) projects at one time to further provide cost savings of all projects by having one contractor.
