Requested Action
The approval of expenditures for an amount not to exceed $70,000.00 for design services, surveying and the construction of a Median Opening and Left Turn Lane in the 1100 Block of Heritage Parkway for Oldcastle Precast.
Recommendation
The MEDC Board approved funding for this project not to exceed $70,000.00 on October 1, 2013 by a vote of 6-0 and would recommend City Council approval.
Description/History
Oldcastle Precast located in Mansfield since 1998 manufactures precast concrete utility vaults and concrete drainage structures. They employ 57 Full-Time employees. A traffic safety concern was created at the Employee / Visitor entrance off of Hwy. 157/ Main Street to Oldcastle with the recent intersection improvements (signalization and turn lanes) at Heritage Pkwy./FM 917 and Hwy. 157/ Main Street. Vehicles turning off of Heritage Parkway/FM 917 must take an immediate left turn across two lanes of traffic into the employee/visitor entrance and can back traffic up into the intersection since there is now no shoulder. Oldcastle will close this vehicle entrance and widen their drive entrance off of Heritage Parkway which is currently exit only for vehicles. It would now become an entrance and exit driveway.
Justification
Improve Employee and Visitor traffic safety for this major Mansfield employer. In addition the company is planning a $1.5 million capital improvement to the Mansfield plant next year.
