Requested Action
Hear public comments on the City’s Recycling Initiative and have a First Reading of the Amendment authorizing the City to offer a more comprehensive recycling program for its residents.
Recommendation
Implement the City’s recycling initiative.
Description/History
The purpose of the recycling initiative is to aide in keeping the City clean of litter and to encourage resource conversation. City staff has concluded that much of the litter, plastics, is from the loose collection and disposal of recyclable materials that are currently contained in 18 gallon open bins. Open bins allow for the recyclable materials to escape into the City’s environment and drainage system. The results of the City’s study support the purpose of the initiative - more recyclable materials were collected and the litter appears to be less of an issue. Moreover, the City’s public will be encouraging the concepts of conserving the Earth’s natural resources and the use of those resources. The program will be administered through Duncan Disposal via 95 gallon carts (65 gallon cart if requested by the resident) that are specifically designed to contain recyclable materials.
Justification
In January of 2011, City Staff and Duncan Disposal began discussions of a cart recycling program in response to Storm Water Management Mandates and residential complaints. Staff brought the concept of a cart recycling initiative forward to the City Council in May of 2011. The concept was discussed by the City Council and the City Council initiated a pilot program to determine if the residents would approve of the recycling initiative.
