Requested Action
Approve the Resolution adopting the 2024 Water and Wastewater Master Plan.

Recommendation
Engineering Services and Public Works recommends the approval of the Resolution adopting the 2024 Water and Wastewater Master Plan.

Description/History
The Master Plan update process runs concurrently with the mandated five-year updates to the land use assumptions and capital improvements plan for the utility impact fees.

The Master Plan process begins by analyzing the existing systems and the existing demand by customers on water supply and sewer collection. Field monitoring is conducted to confirm the analysis models are calibrated accurately. The remaining phases involve projecting land use, population, and capital improvement needs for study periods of 5 years, 10 years, and ultimate build out. Engineering Services, Planning, and Public Works review the capital improvement needs to develop the capital improvement plan, which informs both the Impact Fee update and Master Plan update. The Master Plan process concludes with the preparation of the 2024 Water and Wastewater Master Plan by Freese & Nichols, Inc.

Council members received the 2024 Water and Wastewater Impact Fee Survey as presented by Freese & Nichols representatives on September 9th, along with the CIAC's written recommendation. Based on the findings of the 2024 Water and Wastewater Impact Fee Survey and the CIAC recommendations, Council ordained the Ordinance OR-2385-24 amending the existing Water and Sewer Impact Fee Ordinance on September 24, 2024.
