Description/History
The Tarrant County Public Health's Environmental Health Division has historically inspected and scored all restaurants in Tarrant County except for those located in Fort Worth, Arlington, Euless and North Richland Hills. The City of Mansfield has contracted with the county to provide food establishment inspections within the city limits. As the city has experienced growth and expansion of its commercial food establishments, it is important to create programs that ensure quality maintenance, upkeep, and sanitation is considered. The food establishment standards, registration and inspection requirements found within this ordinance protects the public health and safety of residents and visitors to food establishments within the City of Mansfield. On December 13, 2021, the City Council approved Chapter 94 "Food Establishments and Food Handlers" establishing the City of Mansfield as the regulating and inspecting authority for the city's health inspections program.
Texas has operated under the Texas Food Establishment Rules as the standard for the Texas Health and Safety Code guidelines for proper health and sanitation. The Texas Administrative Code has been amended to adopt by reference the U.S. Food and Drug Administration (FDA) Food Code 2017 and the Supplement to the 2017 Food Code.
Justification
The amendments to Chapter 94 "Food Establishments and Food Handlers" are proposed in order to update and reflect the supplementation of the U.S. Food and Drug Administration (FDA) Food Code 2017 and the Supplement to the 2017 Food Code in order to establish the city's health and sanitation guidelines at the same standard as the state.
