Approval of the School Zone time change and speed limit change on South Holland Road
Description/History
The Public Works Department and Mansfield Independent School District review school zone locations and times annually to determine if existing zones and times are still valid and if new school zones are needed. In addition the Public Works Department annually conducts speed studies on newly constructed roadways and existing roadways to verify that the posted speed limit meets the speed that 85% of the motorists are driving. The following are recommended changes to Chapter 73 of the Traffic Code of Mansfield.
School Zone Change
• School zone time change on N. Holland Road for Judy K. Miller Elementary School, the school zone times will be 7:15 to 8:15 a.m. and 3:00 to 4:00 p.m.
Speed Limit Change
• Reduce the Speed Limit on S. Holland Road between National Parkway and Britton Road from 45 MPH to 40 MPH.
Justification
Over the past few years Judy K. Miller Elementary has served as temporary school for other elementary campuses while their schools were being rebuilt. This year Judy K. Miller will open as a neighborhood school and have the same start and end times as other elementary schools. This school zone time change will make this location consistent with other MISD elementary schools.
To establish a railroad quiet zone on S. Holland Road, the Federal Railroad Administration (FRA) requires the posted speed limit be 40 MPH or less. The current speed limit on Holland Road is 45 MPH.
The Public Works Director will be in attendance at the meeting to answer Council’s questions.
