Recommendation
Magee Architects, L.P. and Administration Staff recommend the City Council determine that the best method of awarding bids for the Mansfield Fieldhouse USA project is the "Construction Manager-at-Risk" method
Description/History
Senate Bill 510 became effective on September 1, 2001 and significantly changes the procedures and methods permitted for awarding construction contracts for municipal contracts for municipal facilities. After September 1, 2001, a City, or its designated representative, must select a method before advertising for bids from a contractor if using one of the following options: (1) competitive bid: (2) competitive sealed proposals for construction services; (3) design build contract; (4) a contract that involves using a construction manager-agent; (5) a contract that utilizes a construction manager-at-risk; or (6) a job order contract for the minor repair, rehabilitation, or alteration of a facility
Justification
Subject to City Council approval, it is important to select the Construction Manager before the design phase begins. This improves our chances of being on budget and on time with the project
