The Planning and Zoning Commission held a public hearing on March 5, 2012 and voted 7 to 0 to recommend approval.
Description/History
The original SUP for the Copper Car drill site was approved on April 9, 2007 for three wells. XTO Energy is seeking an amended SUP to increase the size of the existing drill site, revise the transportation route, and add nine new wells to the three wells already drilled, for a total of 12 wells. The following is a summary of XTO Energy’s proposal. Further details are provided in the attached site plan:
· The existing drill site is approximately 2.612 acres. The expanded drill site will be approximately 3.46 acres.
· The base zoning is PD for The Reserve at Mansfield, Highway 287 and South Pointe Expansion Sub-Districts.
· The existing drill site is located approximately 300 feet from the Masonic Lodge property. XTO has provided a waiver letter from the Masonic Lodge consenting to the reduction in the 600-foot setback for this amended SUP. The drill site meets all other setback requirements.
· If approved, the 9 new wells will be subject to the 5-year time limit on drilling activities established in Section 7960 of the Zoning Ordinance.
· Water will be purchased from the City and stored off-site in the existing 2.9-acre frac pond at the XTO Coal Car drill site on the east side of S. Mitchell Road. The original SUP allowed a separate frac pond at the Copper Car site. Use of the Coal Car frac pond eliminates the need for duplicated surface facilities.
· The site plan states that there will be no line compressor on this site.
