Recommendation
The Planning and Zoning Commission voted by 5 to 2 to recommend denial of the concept plan.  Commissioners Neuman and Smithee voted against the motion.
 
Description/History
With this Concept Plan, the applicant is soliciting input prior to submitting a formal zoning change application for PD and a detailed development plan.  The review of this Concept Plan does not grant any change in zoning and does not require a vote.
The property is sandwiched between the TRWD pipeline and the tree line along Watson Branch. It is accessible from the highway frontage road and has no direct frontage on either the frontage road or Walnut Creek Drive. The existing homes to the south are approximately 212 feet to 400 feet away.
The proposed apartment units will be housed in nine buildings arranged along Watson Branch.  The overall density will be 11.4 units per acre.  A total of 437 parking spaces will be provided; 124 of them will be under cover in the form of detached garages, tuck-under garages and carports.
