Description/History

On November 8, 2021, the City Council approved a construction contract to Tegrity Contractors, Inc. in the amount of $3,546,666.00 for the construction of the new Public Safety Burn Tower Foundation and Skills Pad at 651 Justice Lane.  This amount included an owner’s contingency of $168,889. 

 

Justification

The excavation and removal of 78,000 cubic yards (3,900 truckloads) of dirt for the project at 651 Justice Lane resulted in a number of unforeseen existing conditions, primarily related to utilities. The lack of any as-builts or legitimate record drawings for the site was a major contributor and resulted in conflicts with the lines that have been encountered and/or not knowing the condition of the lines necessary to maintain utilities to the existing police department buildings on the east side of the property, including the future Burn Tower building.  As a result, revisions to the project utility plans, including abandonment, rerouting and replacement of utility lines, were necessary.  This included gas, water, sanitary sewer and storm sewer lines.

 

In addition to the above unforeseen conditions, additions to the scope of work, such as upgrades and additions to the perimeter fencing were added to the project.  Also, minor revisions were made to the structure of the Burn Tower Foundation once the City was under contract with the Burn Tower vendor and communication with their structural engineer was able to take place.
