Description/History
Staff has been reviewing current ordinances and is recommending changes and updates. Some of the more significant changes include increases in fees for athletic field use, pavilion rentals, Mansfield Activities Center memberships and facility rentals. Comparisons with other cities within the Metroplex were taken into consideration when determining new fees. The Mansfield youth sports associations were consulted on the changes and increases in fees associated with the operations of their associations.
Staff is proposing to extend the park operating hours from 6:00 a.m. to 5:00 a.m. Due to the development of the Walnut Creek Linear Park, staff has seen an increase in park use before 6:00 a.m. Requests for earlier access to the parks for athletic tournaments and organized race events have also increased in recent years.
February - At the January meeting, the Board provided recommendations to the proposed ordinances changes and requested putting the item on the February agenda to be considered for approval. The Board asked staff to research line item G in the Limitation of Activities by Permit section (page 9) concerning allowing concealed handguns on park lands. After consulting with the City Attorney, staff decided to remove line item G from the Limitation of Activities by Permit section, which will allow a concealed handgun license owner to possess a legal firearm on park lands.
May - At the February meeting, the Board approved the proposed changes to the Mansfield, Texas Code of Ordinances: Chapter 96: Parks and Recreation. The proposed ordinance changes will now be put before the City Council beginning May 28th for three Public Hearings. A fee schedule for the Parks and Recreation Department will be approved through the budget process.
