Discussion and Possible Action Regarding Proposed Amendments of the Zoning Ordinance Regarding Residential, Commercial and Industrial Zoning Classifications and the Permitted Uses Therein

 

Requested Action

Review the proposed amendments described in the attachment and provide directions to staff and P&Z. (Insertions are shown in blue and underlined; deletions are shown in red and struckthrough.)

 

Recommendation

Proceed with public hearings to receive public input on the proposed amendments.

 

Description/History

See the attachment for the proposed amendments of Permitted Use Regulations recommended by the Council Subcommittee and staff. Most of the proposed amendments fall in the following general categories:

1. Require specific use permit and site plan approval for certain uses; e.g. gas station, used car lot and certain vehicle related uses, used merchandise store, discount stores, warehouses, recycling collection centers, uses not elsewhere listed, truck parking lots, and most heavy commercial uses in C-3 zoning

2. Remove uses that are not in the city currently and possibly not in the future; e.g. wrecking and salvage yard, drag strip, sand or gravel extraction

3. Remove uses from C-2 zoning; e.g. mini-warehouses, RV park, coin-operated laundry

4. Removing certain retail, service or non-industrial uses to help preserve vacant industrial zoning; e.g. nursing home, trade school, art gallery, day care, jewelry store, gift store

5. Fill in "permitted" for certain uses under Planned Development zoning where "P" is missing
