Requested Action
The authorization of additional funds for an amount not to exceed $42,500.00 and approval of the contract amendment with Kimley-Horn and Associates, Inc.
Recommendation
The Engineering Staff recommends the authorization of additional funding and amendment to the contract with Kimley-Horn and Associates, Inc. for additional design services for the US 287 Ramps and U-turn project.
Description/History
The original design contract with Kimley-Horn and Associates, Inc. was approved on October 14, 2013 by resolution RE 2953-13 for the engineering design to add and modify entrance and exit ramps along US Hwy 287 between Debbie Lane and Walnut Creek Drive. The contract also included adding a northbound to southbound Texas U-turn under the existing Debbie Lane/US Hwy 287 bridge along with environmental documentation and plan preparation to meet TxDOT criteria. The original contract was for a fee of $594,500.00.
During the design process, based upon comments received from TxDOT, the limits of the project changed which required additional survey and a noise analysis was required as part of the environmental documentation. In addition, the extended limits of the project required the design of overhead and cantilever sign bridges. The additional design work will be accomplished within a budget of $42,500.00, which would bring the total design contract with Kimely-Horn and Associates, Inc. to $637,000.00.
Final plans have been submitted to TxDOT and the project is scheduled to let in November 2016.
Justification
This additional design and effort was required by TxDOT to complete the design process.
